The mission of the Council is to advance and defend the ideal of equal educational opportunity in post-secondary education. As such, the focus of the Council is assuring that the least advantaged segments of the population have a realistic chance to enter and graduate from a post-secondary institution.

The Federal TRIO Programs are outreach and student service programs designed to identify and provide services for individuals from disadvantaged backgrounds. TRIO includes seven programs targeted to serve and assist low-income individuals, first-generation college students, and individuals with disabilities to progress through the academic pipeline from middle school to post-baccalaureate programs. TRIO also includes a training program for directors and staff of TRIO projects.
Colorado ranks in the top five states nationwide for the greatest number of degree holders per capita, yet only one in five Colorado ninth-grade students will earn a college degree, ranking the state in the bottom quartile nationally. College In Colorado was initiated by the Department of Higher Education (DHE), which serves the citizens of the state of Colorado by promoting access to, affordability of, and success in higher education for all students. College In Colorado is charged with helping all Coloradans explore career and education pathways, break down barriers to post-secondary attainment, and create a plan for their post-secondary and workforce success.
