HB 1003 (HIGHER EDUCATION FUNDING)Higher Ed funding, included increases for need-based and merit-based aidPassed House 69-23; now in Senate Appropriations, hearings week of 3/23
HB 1303 (TUITION RATES)Would allow the Legislature to set tuition for all North Dakota University System institutionsPassed 59 to 31 in the House, now in Senate Education Cmte.; defeated in Senate
HB 1044 (GRANTS & SCHOLARSHIPS, SLDS)Would increase ND Acad/Career & Technical Merit Scholarships from $1500 /yr. to $2000/yr. and need-based ND State Grant by 4%/yr.; would require that the ND State Longitudinal Data System be used to compile college graduation rates for students who received the ND Acad/Career & Technical Merit ScholarshipsProvisions of this bill okayed by House and will be put into the Higher Ed. funding bill HB 1003
SB 2288 (GRANTS & SCHOLARSHIPS) Relates to development & operation of a "gap scholarship" through collaboration of NDUS & Bank of ND. It is designed to give more relief to middle income families by reducing student need after federal and state aid has been subtracted. ($5 M appropriation ) Passed in Senate by a vote of 44 to 2; defeated in the House
SCR 4003 ( GRANTS & SCHOLARSHIPS) An amendment to ND Constitution allowing Foundation Aid Stabilization Fund to be used for higher ed scholarshipsPassed Senate 46-0; now in House Judiciary Cmte, hearing 3/25; if passed in House will be voted on by people in June 2016.
SB 2039 (GRANTS & SCHOLARSHIPS)Adds higher education scholarships as one of the allowable uses for the Foundation Aid Stabilization Fund ( Companion bill to SCR 4003)Passed Senate 46-0; now in House Appropriations; hearing 3/16
HB 1129 WORKFORCE DEVELOPMENT) Workforce Development grants for Tribal collegesPassed House and Senate; signed into law
HB 1049 (LOAN FORGIVENESS) Education loan forgiveness for certain behavioral health professionals on loans through the Bank of North Dakota and other participating lenders. ($200 K appropriation ) Amended and passed in House 85-0; now in Senate Human Services
SCR 4014 (LEGACY FUND)A concurrent resolution calling for an interim study committee to study reinvestment scenarios and potential priorities for Legacy Fund earningsAdopted by Senate; Adopted by House and returned to Senate
